Dublin Welcomes First Individuals Under DT4E Programme

 

The EU-funded Displaced Talent for Europe programme unlocks labour mobility opportunities for skilled refugees.

 

13 March 2024, Dublin, Ireland – Dublin welcomed the first arrivals of individuals as part of the EU-funded Displaced Talent for Europe (DT4E) programme. The individuals arriving will work for two Irish employers in the public healthcare and private telecommunications sectors.

 

Led by the International Organization for Migration (IOM), and implemented with Talent Beyond Boundaries (TBB), Fragomen, Fedasil, AIMA, and other partners, The DT4E programme unlocks employment opportunities for refugees and displaced individuals who have highly marketable skills and the professional experience needed to fill the current skills shortages faced by Irish and European employers. Through this labour mobility pathway, employers tap into an additional talent pool of trained individuals who face challenges due to displacement and are seeking an opportunity to find a safe and secure future, as a result a durable solution is achieved.

 

As the pioneers of this scheme in Ireland, the Health Service Executive of Ireland (HSE) and the telecommunications company Entegro will be the first employers to hire and welcome displaced individuals into their workforces under this programme.

 

We are very pleased to be the first Irish employer to recruit through the DT4E programme which has given us access to a new talent pool of highly skilled professionals.  Our new employees will take up vital roles in the HSE’s eHealth Division and we are looking forward to welcoming them to the team”, said Joyce Shaw, Chief of Staff, HSE eHealth.

The Government of Ireland, which confirmed its commitment to the DT4E programme and labour mobility complementary pathways at the Global Refugee Forum in December 2023, provides organisations with additional assistance for their international recruitment practices in respect of refugees and displaced talent through the DT4E pilot programme using the existing employment permits and visa processes. The support of the Department of Enterprise, Trade and Employment (DETE), which issues employment permits, and the Department of Justice (DOJ), which is responsible for visa processing and immigration, is critical to the success of DT4E.

My Department supports this programme because we know the skills and talent that people who come here under this programme can bring to Ireland and how these can help us plug gaps in key employment areas while also helping the participants build a sustainable future,” said Minister for Justice, Helen McEntee TD.

 

An official from the Employment Permits Section, Department of Enterprise, Trade and Employment said: “In the context of effective full employment, demand for highly skilled professionals is ongoing. Matching skilled people in need of international protection with businesses seeking talent, is an important and innovative solution. The Department of Enterprise Trade and Employment is delighted to be working within the DT4E framework to help facilitate this labour mobility pathway as part of a range of measures to address key skills shortages”.

DT4E is a programme funded by the EU Asylum, Migration and Integration Fund (AMIF) which connects skilled professionals in need of international protection based in Jordan and Lebanon with employers in Ireland, Belgium, Portugal and the United Kingdom through a labour mobility scheme that is led by skills shortages and driven by employers' needs. The objective is to create a win-win scenario whereby skilled professionals and their families are lifted from displacement to a safe future. At the same time, employers address their labour shortages and promote diversity in their workforce.

 

The term “displaced persons” refers to individuals who have been forced to flee their homes due to conflict, persecution, situations of generalised violence, and/or violations of their human rights.

 

These first DT4E arrivals in the European Union officially open a new skilled migration pathway that allows refugees to leverage their skills and contribute to their new European employers, communities and countries while unlocking a safe future for themselves and their families.
